Technical Coordinator – Advocacy and Communication (1 position) for Women in Factories Initiative – Sustainability (Phase III) under Women and Girls' Empowerment Program.

Location: Based at CARE Bangladesh Dhaka Office

I.          Job Summary:  

The Technical Coordinator-Advocacy & Communication (TC-Advocacy and Communication) is responsible for advocacy building and communication to influence the stakeholders to uptake the Women in Factories program live on beyond its current funding cycle; specifically influence the factory management to “take ownership of women's empowerment on a continual basis” and they create an enabling environment at work that empower(s) stakeholders.”

S/he will be designing and executing a consistent advocacy and communication strategy to influence and mobilize different stakeholders specially who are involve with the RMG sectors including the factory level stakeholders, different platforms like BGMEA, Alliance, MoLE, Factory Owners and senior management staff  and sensitize them for accepting the Women in Factories program. S/he will play a critical role in establishing and nurturing the relationship and influence them to adopt WiF model.

S/he is responsible for identifying the need of communications product and conceptualizing the products to enable CARE to influence external stakeholders to adopt/uptake the models. S/he is expected to optimize use of existing knowledge and data for the communications product. S/he will be also responsible to coordinate with CARE Bangladesh communications and PR team to align with CARE Bangladesh strategic plan, develop and disseminates communications and PR materials for the project ensuring CARE and donor branding.  Reporting to the Team Leader, the TC-Advocacy & Communication will develop and maintain strong relationships across a wide range of stakeholders- including the RMG Stakeholders, other Brands, industry Platforms, bilateral and multilateral donors and other strategic govt. and non govt. partners. H/she will have to mobilize media as and when needed to brand the Wif model.

II.        Responsibilities and Tasks:

Responsibility # 1: Lead, organize and coordinate the projects advocacy initiatives at different levels to mobilize and influence Stakeholders to adopt WiF Initiatives
  • Developing and executing advocacy and communication strategy to enables the WiF project to mobilize and influence key stakeholders to adopt the WiF model and implement the WiFI training by their own initiative.
  • Develop different promotional materials for influencing the factory owners and other potential stakeholders in alignment with project goals, objectives, WiF Impact Evaluation report findings and advocacy and communication strategy. 
  • Take lead to implement advocacy plans to motivate factory owners and ensure necessary technical and backstopping support for scalability of WIF model. 
  • Take a lead in organizing dissemination and advocacy events as worked out in overall strategies.
  • Lead the process to identify key advocacy issues that are very relevant to influence factory owners to adopt capacity building programs for the RMG workers empowerment.
  • Provide necessary support to team for developing ToRs for consultancy and ensured that WiF strategy and approaches are rightly addressed.
  • Engage civil society actors including supportive media personnel to cover issues as and when required.


Responsibility # 2: Develop and maintain Relationship with the Key Stakeholders (including factory Owners) data base, build and nurturing the relationship
  • Identify important stakeholders through mapping exercise.
  • Develop and maintains a database of these stakeholders and platforms with whom CARE WiF project will collaborates and develop relationship for long.
  • Organise regular meetings and conduct presentations with stakeholder platforms etc.
  • Develop communication materials to communicate and influence the stakeholders for engaging them in consultative meeting.
  • Keep regular communication with CARE Communication & PR team and ensure CARE’s branding and strategic vision while developing the communication materials for external stakeholders.


Responsibility # 3: Develop communication plan and prepare products to influence stakeholders and market the product
  • TC-Advocacy & Communication will work with project team to develop different communications materials- project brief, best practice documents for using during communicating with different stakeholders.
  • Develops Brochures; Leaflets; Learning Briefs; Case Studies and various other materials according to the available information from different studies and evaluation findings of the WiF project.
  • Identify and oversee consultant/resource organizations/designer provide technical assistance for developing campaign materials and tools on WiF.
  • Ensure that all communication products are of high quality both in terms of content and design and delivered in timely manner.
  • Develops a media relations strategy, leverages existing media relationships and cultivate new contacts within the sector and relevant media, updating and maintaining a database of contacts.
  • Promotes WiF model through publication in relevant media.
  • Works with CARE’s Communication and PR team to improve design and branding of WiF model and help to ensure these material and WiF curriculum are appropriately linked to the CARE branding.


Responsibility # 4: Assist TL and other colleagues in planning, implementation and supervision of the project
  • Provide necessary support to TL to influence factory owners and identify 2/3 factories interested to implement the WiF training program based on revised WiF Model.
  • Develop project's advocacy operational plan and execute it.
  • Based on the learning from the pilot phase, develop learning documents to share with larger audience for scalability of the WiF model.
  • Maintains productive relationships with the Program, Evaluation, Advocacy, Research and Learning (PEARL) team, senior CARE leadership, in order to incorporate their feedbacks on lesson learnt and knowledge management requirements.


Responsibility # 6: Others

Provides general support to the Workforce Empowerment team; Communications and undertakes any other duties as required by the Director-Women & Girls’ Empowerment and Assistant Country Directors when necessary, such as during National Level advocacy and development of new projects.

IV.       Working Condition:  
Based in CARE-Bangladesh's Dhaka Office with approximately 40% time travel in field.

V.       Qualification and Experience:  
  • Masters in Social Science, Public Relations, Business Administration, Social Marketing or other relevant discipline with emphasis on development.
  • At least 5-6 years of experience in development organizations at senior level especially in the areas of advocacy and communications.
  • Proven track record of work with advocacy on rights of RMG workers or promoting models.
  • Good skills in conducting advocacy and policy analysis.
  • Good knowledge of the political context and key policies relating to RMG worker rights.
  • Knowledge of key organizations/advocacy coalitions and movements at local and national level working to address workers’ rights.
  • Experience in and demonstrated understanding of the field of international development and issues.
  • Proven ability to produce Information-Education-Communication materials for corporate and development communication.
  • Excellent interpersonal and team-building skills, and able to manage relationships across units.
  • Flexible and adaptable with the ability to self-manage, work under pressure like emergency/crisis situations.
  • Able to plan, organize and deliver results and meet deadlines
  • Committed to CARE’s vision and mission.
  • Excellent, confident written and spoken communications skills in English and Bangla.
  • Good computer skill in MS Office.
