Program Coordinator (Dignified Work) (1 position) for Women and Girls' Empowerment Program.

Location: Based at CARE Bangladesh Dhaka Office

I.          Job Summary:  

The post holder is responsible for leading the development of CARE Bangladesh’s Workforce Empowerment Program -

  • Providing strategic guidance and oversight to the current teams, projects and initiatives grouped under this portfolio and also advise projects that are working particularly with RMG sector workers or other workers in similar context.
  • Lead implementation of projects particularly flagship projects and research based projects under this theme.
  • Identification and development of new initiatives contributing to program impact in collaboration with other relevant units.
  • Identify and manage strategic partnerships relevant for this sector.
  • Work in close coordination and collaboration with wider CARE programs to ensure learning and maximize country program cohesion and effectiveness.
  • Staff and project management as required.
  • Providing inputs in strategic decision-making process as member of the program leadership team.
  • Liaise, maintain relationships and represent with external stakeholders such as donors, government, and other key national players.     
  • Work with other projects/programs that either directly/indirectly contributes to workforce empowerment objectives which can be leveraged for effective advocacy or multiplying impact.

S/he will ensure proper talent management, talent review, staff development, talent retention and uphold CARE Bangladesh’s approach to gender and diversity and the core values and the basic principles, followed by CARE.

II.        Responsibilities and Tasks:

Responsibility #1: Staff Management and Development
  • Design and ensure appropriate team structure and composition for effective project management and progress towards workforce empowerment strategic objectives in line with available resources.
  • Lead and support recruitment of positions within the projects of this portfolio.
  • Manage development of direct reports and team members through identifying and addressing skills building needs and enabling opportunities for individual growth.
  • Manages all aspects of performance of direct reports.




Responsibility #2: Coordination and oversight of project/initiative management
  • Support team leaders to develop and implement effective strategies and operational plans, ensuring timely activity and budget implementation.
  • Lead and monitor implementation of projects particularly flagship projects/research projects under the program.
  • Responsible for management of donor contracts within the portfolio including ensuring quality and timely reporting to donors and other liaison as needed.
  • Responsible for ensuring clear and timely communication to other relevant stakeholders (e.g., Government, CARE International members) on specific contracts and on the overall program.
  • Oversees financial management of projects and other initiatives within the portfolio, including managing development and approval of project and budget changes frames as necessary.
  • Supports project/initiative managers to manage implementation in line with appropriate quality standards, including ensuring technical support needs are identified and identified.
  • Ensures robust monitoring and evaluation at project/initiative level, in line with CARE Bangladesh and stakeholder frameworks and requirements.
  • Provide guidance and support to each team to ensure that strategies and activities are in line with CARE Bangladesh impact population based program design, strategies and objectives.
  • Provide guidance and oversight to teams to generate, document and disseminate information, learning and evidence relevant inside and outside CARE Bangladesh.




Responsibility #3 Program Leadership Design and Development
  • Provide program leadership to advance the program on workforce empowerment in-terms conceptual development and respective project design based on both internal and external learning.
  • Coordinate with relevant units to design new initiatives and prepare quality proposals.
  • Support in refining program strategy and take lead the strategy into realistic project ideas.
  • Identify key strategic and operational partners and provide strategic guidance for promoting a transparent and accountable partnership relationship including aspects of capacity building of partnerships.




Responsibility #4 Evidence Learning and Partnership
  • Support development of a common M&E framework of the program and effective monitoring system.
  • Ensure cross-learning across projects and consistency in operationalising CARE’s approaches of work in the portfolio.
  •  Support and develop knowledge and communication products to disseminate learning and communicate impact internally and externally.



Responsibility #5 Advocacy and Representation
  • Develop a common understanding of the projects and the program to on the advocacy issue and engagement with other stakeholders.
  • Lead advocacy initiatives for effectively influencing and consensus building amongst key actors.
  • Collaborate and represents with key allies, donors, labour rights actors /platform, networks, alliances and other stakeholders (including business stakeholders).

Director, Women and Girls Empowerment Program

IV.       Working Condition:  

This is a Dhaka based position with significant travel (up to 40%) to project sites within Dhaka, Chittagong and Gazipur. Also, required to travel anywhere in Bangladesh as per organizational need.

V.       Qualification and Experience:   
  • Masters in Social Science/Business Management/Law or any other relevant discipline.
  • 8-10 years progressively senior professional experience on program leadership and management, Women empowerment or worker's rights/promoting workers empowerment. Experience of work on worker’s rights in Ready Made Garment Manufacturing sector is desirable. 
  • Project management experience.
  • Demonstrated strong people management skills.
  • Demonstrated experience in undertaking advocacy initiatives at national level.
  • Experience of work requiring engagement with diverse level of stakeholders including donors.
  • Demonstrated understanding of monitoring and evaluation.
  • Experience of program development, design and implementation.  
  • Strong team leadership and able to build relationships between teams.
  • Demonstrated experience in leading strategic and operational planning.
  • Skills of networking for advocacy and coalition building.
  • Good conceptual understanding of development strategies and approaches.
  • Excellent verbal and written communication skills both in Bangla/English.
  • Good computer skill on MS Office.
